"People" refers to an indeterminate number of humans (e.g. "many people") while "persons" refers to a specific number (e.g. "seven persons")
It's a little bit archaic, though - these days you always use "people", with "persons" only found in legal and formal writing. "This bus is licensed to hold 22 persons."
