while it should be" there are a lot of....."
because the noun after" a lot of" is plural not singular.

People don't always speak perfect English. The spoken language is up for what is called "bad english" and we don't ever tend to correct ourselves. Such as using the word "ain't" which isn't really a word. It is a word used for are not.
So anyway, it is one of those native speaker mistakes saying "There is a lot of cats over there." Instead of "There are a lot of cats over there."
