When you rise, you are the one who is rising (i.e. getting up or ascending). To raise is a transitive verb, i.e. You have to raise something (e.g. to raise a cup).

"Rise up" you do to yourself and "raise up" you generally do to others/something.
Literally, rise up is often to "ascend" or to "get up from lying down".
"During the flood the water rose up quickly."
"The sitting deer rose up and ran away."
More commonly, it's used to describe a rebellion.
"The rebels rose up against the oppressive government."
"Raise up" means to hold up something/someone.
"She raised up the baby so he could sit up."
