Terve and hei are more polite than moi. I use moi all the time because I don't usually meet new people so I just use moi with my friends

I rarely use only Hei or Moi in spoken greetings and don't really consider the politenes factor.
There are many ways to greet someone in a casual manner. I can even imagine greeting for ex. my boss with most of these below.
Terve!
Tervepä terve!
Morjens!
Moro!
Moro moro!
Päivää päivää!
Heipä hei!
No mites!

Hei can be used in pretty much any situation. Terve and moi are casual, I wouldn't use them with strangers and especially not in formal situations. Moi is even more informal than terve.
