Tough is describing someone/something as hard to break down. However rough is used more to describe surfaces that are not smooth

@doutan in this situation, tough life means that they've been in situations that have resulted in them working very hard to earn enough to get by, so it's been tough for them.
Rough life addresses the fact that they've literally been on rough situations- maybe physical violence for example. Even though these two are very very similar, there is a very slight difference. Generally however, you can use tough life and rough life interchangeably
