que pasa= what happen?
que hay de nuevo= what's new with you?

1. Que hay de nuevo se usa más cuando tenías tiempo de no ver a una persona. por ejemplo: Claudia tenía mucho que no te veía, ¿ qué hay de nuevo?
2. Y ¿ qué pasa? se puede utilizar en caso de algún problema.
por ejemplo: ¿ qué pasa por que estas gritando?
3. Las dos también se pueden utilizar como una forma de saludo.

* Qué hay de nuevo? = What's up?
* Qué pasa? = What's happening?
We use this one when asking about an specific situation.
For example... we you see some friends having a fight and you don't know why, you may ask "Qué pasa?" or "Qué Está pasando?".
Another example is when you see some friend crying and you ask "Qué pasa?" or "Qué pasó?" (in past, as "what happened?")
