Disculpa c'est plus "cultivé" et aussi, quand tu veux "l'attention de l'autre"
On dit: lo siento presque tout le temps, quand on a fait mal quelque chose. Mais tout le temps quand tu l'as deja fait.

Lo siento is more informal and is the common way to apologize.
Discúlpeme/Disculpa is more formal and also is used to ask for permission. Ex: Disculpa, ¿podría ayudarme a levantar esta bolsa?
