- I bought a new car means you fulfill the buying action, and now you do not have any concerns about your car buying, but car-aftersell.
- I have bought a new car means you are at the car showroom or some other places, fulfilling the car buying procedure.

I bought a new car. A simple declaritive sentence. A statement of fact.
The verb "have" is redundant and not necessary to convey the action. It would be appropriate if someone were to ask you if you've ever bought a car before. Then, your response I have bought. ...... is correct.
