どちらも順接(条件と結果の接続)に使います。
「~ば」は条件と結果の関係が強いときに使うのに対し、「~たら」は関係が弱いときに使い、特に仮定を表すときによく使います。
例
明日雨が降れば(降ったら)、運動会は中止だ。
これだけ勉強すれば(勉強したら)、きっと合格する。
夏になれば、プールの営業が始まる。(条件)
夏になったら、プールの営業が始まる。(仮定)
彼らの分析によれば、これから景気は悪くなる。(「たら」は不可)
国境の長いトンネルを抜けたら雪国であった。(後の文が過去形の場合は「たら」のみが使用可)
