Golenzebra's example is good. "shudder" is an EMOTIONAL reaction to feeling scared. "flutter" is a PHYSICAL action with no emotion behind it. Also, "They SOUND the same". (no 's')
When you are scared, your body SHUDDERS (shaking because of emotion)
When you shake snow off your glove, your hand FLUTTERS (no emotion, just shaking)
