Just to make sure, it means 'When would you have time this week?'
It sounds a little unnatural. I think 'Wann hast du diese Woche Zeit?' will be better

The first one is very informal. You would write/say that to a friend. The second one is a bit more formal. You would say that to someone you know well like maybe a co worker
