I would say "I don't have time to do light exercise" or "I can't make time for light exercise". The word "afford" is typically used when you have to spend something such as money or when there is a great cost: "I can't afford to buy this car" or "I can't afford to lose this game since it'll cost me a chance at the playoffs"
