They basically mean the same and are interchangeable.

many is a large number.
several means more than two.

I think you sometimes could get away with using either, but in my mind, 'many' usually suggests more than 'several'
Eg
"Many fish"
"Several fish"
"There are many precautions you should take."
"There are several precautions you should take."
"We went on many dates."
"We went on several dates."
As you see there's a little more emphasis with 'many'
