"please let me know a time that is convenient for you" or "please let me know what time is convenient for you" sounds more natural, but yes, this is polite. You might consider using "would be" instead of "is", as well, since the conditional is often more polite than the declarative.

"Please let me know when you're available." is okay too, but it sounds a little strange if you don't give a reason why you want to know their availability.
