Waving something around is just taking something and going in a left to right motion very fast.
Example: Don't wave that wand around.
Swinging something is taking something and going in a circle motion very fast.
Example: Don't swing that cord around.

Waving something is like going in a back and forth motion, usually slowly. Swinging something is usually going fast, like holding a cord and spinning, therefore going around like it could hit someone.
