Itās the same verb, the same meaning.
āmettreā : is the infinitive form of the verb.
āmisā (not mos :) : is the verb āmettreā too, but the word is different because the verb is conjugate at a past tense.
āIls ont mis en place ce projet de limitation de vitesseā.
Past tense because the action takes place in the past.
āIl faut mettre en place ce projet de limitation de vitesseā.
Infinitive form of the verb because in French a second verb is always at the infinitive form. (Faut = verb āfalloirā).
