Not sure using "baby" would be a good idea. Depends on the woman, obviously, for some it's considered rude and could also result with a slap in the mouth.
"Hey! You look nice. Dance with me?" While holding out your hand for her answer.
If you're feeling a little daring you could say: "Hey, you're hot! Wanna dance?"

It seems no matter what language or culture it is, men and women will always be speaking two different languages. lol
I don't ever want to be called "baby" by a male I don't know nor a male I do know.

"Hey girl!" is neutral but still pushing it. To aggressive women like myself those lines translate to this: "Hey ya beautiful bitch! I'm giving you a special offer tonight to dance with...yours truly. Come on over here sugar tits." Depending on how my day went and if I'm on my period or not I would: a) roll my eyes and walk away, b) throw my drink in his face, or c) punch him in the throat.
If you want advice on women, ALWAYS ask a woman. :)
