ようは、その「計画」（つもり）は前からありましたので、ここで過去形を使うかどうかちょっと迷っています。。

② is closer to the English sentence.過去形でokです。
「来週それをしようと思っていました。」would sound more natural.

「来週それをするつもりでした」は、過去形なので、前まではそう思っていたけど、今はそのつもりはない、というニュアンスがあると思います。(=I was going to do that next week.)
「来週それをするつもりです」は、現在、それをするつもりでいる、ということ。(I'll do that next week.)
ですから、英文の例に近いのは、①だと思います。
次のように書くと、さらに英文に近くなると思います。
「来週それをするつもりで「います」。」
