독서 is only about BOOK. But 읽기 is not only book but anything if it is written by letter. So if you read sort of notification, it’s 읽기, not 독서. And in korea, 읽기 is like ‘read+ing’. but 독서 is own word itself. It’s kinda chiness though, in specific way, 독 is reading / and 서 is book.

we can 읽다(as a verb) everything, but 독서(as a noun) only means reading books. This word contains books in it. you can also say 책을 읽다(reading books).
