Uhm .. Use 'studying' when you are replying to someone. (E.g. 'Hey Bob! What are you doing? ' 'I'm studying English.') Use 'learning' when you are stating that you are doing it. (E.g. "Your teacher is asking you what you like to do" 'OK Bob you are next. Tell us what you like to do.' 'I'm a programmer and a soccer player. I'm also learning English.')

Let me add this. I meant that you have to use 'studying' when you are doing it right this moment.( 2nd E.g. 'Hey Bob, let's go play videogames!' 'Sorry man I can't. I'm studying English right now. Maybe later.')
