Finland is still "recovering" from the financial crisis, that hit harder to Finland than Sweden/Norway. I think this year is the first year for a long while when financial statistics are positive, and people are able to consume and spend money more - and therefore creating more jobs.
And the sanctions against the trade with Russia is in more important role in Fin than Swe/Nor, so it affects negatively all around.

low population density, hard to find work without moving and if you have mortgage for house selling is really expensive even if you find buyer. Russian sanctions, Machine building heavy economy and heavy work regulation. Also euro has made possible to politicians to not do anything about it. Just hope it goes away by itself.
