23rd is still a normal day, most will be open as usual. Christmas Eve and Christmas Day are holidays, so most stores will be open but for a limited time. I think most stores stay completely closed on the 25th. Probably you will still find plenty of stuff to do, especially in Helsinki. :)

The shops are open on 21st, 22nd and 23rd normally. They will close earlier on 24th and stay closed until 26th or have shorter hours.
There is a lot of stuff to do here even with the shops closed. If you want to do shopping, you should do it before Christmas.

Anyway, I decided to visit to Helsinki on 20〜25th. I'll enjoy shopping 21st, 22nd.
Is 23rd also normal day? It seems that I can't reserve on internet for some restaurants and stores. which famous place will open on 24th and 25th?
I heard public traffic will stop on limit time...Is it true?
And What do you recommend to do on 24th and 25th??

public transport will stop in Helsinki around mid day or shortly after that on 24th. Some buses will run still I think. The transport starts to run again on 25th or 26th. You can check it at the local transport website to be sure https://www.hsl.fi
23rd day should be a normal day so most shops are open then.
Museums and whatnots are most likely closed on 24th and 25th but for example on 25th there is a traditional mass in the cathedral. You can also check for things in http://www.visithelsinki.fi/en/whats-on/events-...
Also you should check if your hotel has something planned. If nothing else there might be a Christmas dinner.
