How do you say when you compare A and B and say the number of A is a third of the number of B. What sentence sounds the most natural.
Can you give me any specific example too? Say, crime rate: A is 10% while B is 30%

I didn't realize it came across offensively. I apologize. I was just a little confused. Could you give an example so I can better understand how you understand it? For instance, an example to me would be 1/3 of US children are out of shape. Is that kind of what you're going for (not necessarily the 'out of shape' part, but the general idea)?

Hence, for instance, when you want people to know the gap of attending rate of a school, say some data shows the comparison between Japan and the U.S. and while 90% of students attend a school in Japan, there only 30% of students attending a school. How can you explain this comparison with using the word "a-third" or is there a better way to explain this from the perspective of the U.S.

You could say " the American number is three times that of Japan" This doesn't seemed inverted. However, if you want to use one-third say " The attandance rate in Japan is one- third of that in America" you could also completely get rid of that and say " the attandance rate in Japan is one-third of the American's" the first would probably be the best.
