If "on" means "nous", it is "arrivés".
When "on" means "people in general", you don't make the agreement.
Examples:
"On est partis à 8h du matin et on est arrivés à 9h du soir" (on = nous)
"Après avoir couru un marathon, on est toujours fatigué" (on = everybody; people)
