You can say the positive sentences:
"I like dogs as well."
"I like dogs too."
But the negative sentences:
"I do not like dogs too."
"I do not like dogs as well."
Are not used because the words "as well" and "too" contradict with "do not".
"As well" and "too" implies positive/addition, but the words "do not" implies negative/rejection.
Another way to say the sentences are:
"I also do not like dogs."
"I do not like dogs either."

They have the same meaning and go at the end of the sentence. I think that "as well" sounds more formal, and "too" is more casual.
Example:
I like dogs as well
I like dogs too.
