I would say the first one has a more aggressive tone.
"Aさん: Did you hear about that case? The guy was found completely innocent.
Bさん: That's a bunch of baloney(./!)"
Makes it sound like B is upset that it happened.
However if he said "It is a bunch of baloney." it would make me think he acknowledges that it shouldn't have happened but isn't emotionally bothered by it.
kinda like ending a sentence with よ versus ね but that is just what I think.
Oh, forgot to mention, I don't think anybody uses these expressions anymore.
