Question about Simplified Chinese (China)

hey I'm having trouble distinguishing between the 3rd and 4th tone. I know the 3rd tone is a falling rising one but in normal speech it is like a low flat tone. but it sounds almost identical to the 4th tone. how do you distinguish between the 3rd and the 4th tone?
