(1)風呂はやめよう、風邪を引いていることだし。

「~ことだし」は、「~し(例:風邪を引いているし)」と同じく、ゆるやかな理由を表しますが、「ことだ」が入ると、理由づけをやや客観的に見ている感じが加わります。客観的に表現することで、(2)のように相手に対するやや改まった理由説明になることもあります。
So, this is how they explain this to Japanese learners. ことだ makes the reasoning (理由づけ) more objective (客観的). Still, there isn't a huge difference between 雨もやんだことだし、ちょっとジョギングしてこようかな and 雨もやんだし、ちょっとジョギングしてこようかな.
I don't know the definite answer to your question. One thing I can say is that, the ~し construct without こと can also be the usual ~し that just connects clauses. 雨もやんだし、星も見えるし、空気も気持ちいい. Listeners can't decide whether this ~し is this ~し or the ~(ことだ)し we're discussing now until they hear the following clauses.
By adding こと, listeners immediately know that the speaker talked about the reason of something he's going to tell next. The speaker is going to talk about some causal relationship. This makes the statement a little bit 'logical', or 'objective' as the website above explains. It makes the statement a little 理屈っぽい, making the statement やや改まった as the website explains.
~し without こと is less 'logical.' It's more relaxed in terms of how logically connected the clauses are, making the sentence more casual if it's about a causal relationship
