Yes, it is slang. Crack is a potent illegal drug. When someone is saying something that seems out of touch with the current situation or not expected or a little crazy, people say "Are you smoking crack" as a way to say 'That's kind of crazy' or 'you're not really paying attention".

Yes. Crack another name for Marijuana (a drug). It has many slang or street names such as weed, pot, grass, Mary jane, joint, blunt etc..
