Both words ultimately mean the same thing but rise is used when you’re referring to something that’s not directly in front of you or around you and raise is when you’re referring to something that you can physically touch. For example, there was a rise in the price of books. (You cannot physically rise the price of books). For raise, the men had to raise the bookshelf or, we raise our glasses to make a toast. (You have control of the object)
