You could say both . But I would change them a little. For example;
1. There aren't many people on the streets, since most people have gone on holiday and left the city .
Or
2. There are fewer people on the streets than usual , since most of them are on holiday and have left the city.
But if I were going to say it in a natural way, I would said
" There's hardly anyone on the streets. Most people have left the city to go on holiday .
