No, it isn't. It literally means "up Basque Country", which would be "go Basque Country" or "up with the Basque Country"

I've been told by Basques that it isn't bad at all; it means what @gorka_96 said. However, I've had some awful responses from saying it. (by non-Basques.) I was offended (and I'm not even Basque.) it's someone else's problem, so don't worry. Some people will remain paranoid
