they are nearly the same.. 啊 is a modal particle.

是に一番近いのは[はい]、[そうです]、是啊はそうよ!そうだね!そうそう!に近いです。

I think it's the same reason as そうですが and そう。the former one is more passionate. Or we use it when we have the same idea of sth. For example, I think our Chinese teacher is very beautiful. If you also think she is beautiful, you may answer 是啊!or 是的呀(we often use this one ) shideya !
