Rok używamy w liczbie pojedynczej a lat w liczbie mnogiej w odpowiedniej formie.

rok = (один) год.... 99 rok = 99-й год.... в принципе rok всегда один.... lata = годы или много лет, например lata dziewięćdziesiąte - 90-ые годы.... lat это лет, например pięć lat - пять лет

Rok czyli liczba pojedyncza (1, one) lata czy liczba mnoga słowa rok(2 lub więcej) Używa się tego aby zdanie ładnie brzmiało :

rok is one year, but "lat/lata" you using when you want to say 2+ years.
Będę w Rosji rok ( I will in Russia 1 year)
Będę w Rosji 5 lat ( I will in Russia 5 years)
Będę w Rosji 2 lata ( I will in Russia 2 years)
