"Most flowers begin to bloom in the Spring" is the usual use of the word. It means to grow or to mature.
"These flowers flourish in a sunny environment" Flourish is to do well in something/somewhere.
So if flowers flourish somewhere, then a lot of them will bloom.
You can also use these words to refer to people succeeding (flourishing)
