What does 'made her way outside into the city' mean?

Made her way outside into the city means that she went into the city.

Question 1: It means she walked out of the station to the Central Plaza which is "outside" (outdoors). The "city's" is possessive, it is Zootopia's (city's) Central Plaza. Question 2: No, it doesn't sound strange. "made her way into the city" is a way for authors to imply the city is unfamiliar - like a jungle.

This is a somewhat long sentence that has a lot of ideas in it. Here's the same sentence written more clearly.
'Judy exited the train at Central Station and made her way outside, into the city'
'Made her way outside, into the the city' are two different actions! :)
So basically: 1) Judy got off the train. 2) Judy left the train station. 3) Judy went into the city.
Since she is inside the station, she has to go outside first before she can make her way into the city.
If she was already standing outside, and maybe stopped to look at a map, she could then simply 'make her way into the city'.
'Judy exited the train at Central Station and made her way outside, into the city.'
'Judy exited the train and made her way outside. After stopping to double-check her map, she made her way into the city.'
Hopefully my explanation isn't too complicated. I know it's a little long. ^^
