Question about English (US)

"Listen, I don't know what you're doing skulking around during daylight hours, but I don't want any trouble here. So hit the road!"

I have two questions.

What does "hit the road" mean?
Does it mean "get out of here"?

"you're doing skulking"
I don't understand.
doing + doing.... why?
こそこそしてるしてる...
you are skulking around during...
I understand this.
I wonder why it needs "doing"?
