Dirty is more general.
Soiled usually means that something has some actual dirt or something like dirt on it.
We would say 'dirty bomb' for a bomb with radioactive materials. We wouldn't say 'soiled bomb'.
We could say that a baby has dirtied his nappies. We would also say that a baby has soiled his nappies, because うんこ is a bit like dirt. But, we wouldn't say that for 尿。Then we would say that the baby has wet his nappy.
We might say 'that's a dirty trick'. We wouldn't say 'that's a soiled trick.'
