It means "no". It's a "lazy" way i guess of saying "nej". It's quite usual that people say this in their everyday conversations

Note: it could also sometimes be spelled "näe". This can also have the implication that you are surprised. Like:
- Kalle åt upp hela tårtan själv!
-Nä! Gjorde han!?
-Kalle ate the whole cake by himself!
-No! He didn't...! (lit. No! He did?)
