Actually the two have little difference. I’d say, “Arigatou Gozaimashita” puts a little emphasis on that the event you feel grateful for is in the past. 🙂

arigato gozaimasu→ ex. "can you take a picture of us? yes? oh! thank you so much!" …like :)
arigato gozaimashita→ long ago, he helped my daughter. thank you very much, then.
"gozaimasu" is present tense,
"gozaimashita" is Past tense.
…actually, we think those words are almost same meaning :)

It's simple.
"Arigato Gozaimasu."
It expresses the CURRENT thank feelings of oneself (even if the event in the past).
"Arigato Gozaimashita."
To thank the PAST event.
