Is it true that ‘Excuse me?’ is sometimes used as irony(especially british)
For example, the request wouldn’t be acceptable, they say ‘Excuse me? ‘with with gentle smile, even if they hear the voice clearly.
How about the similar phrase ‘I'm sorry?’

We use different kinds of irony a lot (sarcasm is a kind of irony).
Sometimes you can tell by the way it is said, but not always.

@hellowl I think you'll find irony is well-known in Japanese humour. Perhaps it's called something else, but I have seen it as a natural part of Japanese dialogue.
Here's an example:
Mother: Look at our toddler's picture, isn't it fantastic?
Father: It is indeed a masterpiece, and ranks highly among the great works of art.
