It can be either. Sometime you want to be aggressive and sometimes you don't. More often it is a negative word though.

Predominantly negative but occasionally good. Usually the difference is how important winning is. If there's a large amount of money involved "agressive negotiation" is good. Agresively defending your muffin is not.
