I will give you 2 situations:
Damn right you are: You can say this to agree with someone.
- I think I’m good at dancing. Damn right you are!
- I think I’m a smart person. Damn right you are!
You are damn right:
- person A: he stole my money, he should pay me back. Person B: you are damn right about that.
- person A: I don’t want to be friends with her. She treated me so badly. Person B: you’re damn right she treated you badly
Summary:
- damn right you are: someone says something positive about themselves. You can say this phrase to agree with them, to cheer them on
- You are damn right: someone makes an argument about something. You can say this phrase to help persuade them

If I agree with a statement. Example.
A. "The sky is blue!"
B. "You're damn right!"
If the statement is phrased as a questions then use the second.
A. "Am I correct that X isn't fair?"
B. "Damn right you are!"

Oh this is a good one.
Sometimes the two can be used interchangeably but “you’re damn right” can mean a couple more things than “damn right you are”
“You’re damn right” can be used when 1) someone else admits they were wrong and you or someone else was right about something. *2) to confirm/reinforce a statement or idea that was said. 3) it can be used to answer a question in some cases. Really this one falls under the second one but i thought I’d clarify this too just in case
*2Ex: “you’re very strong” “you’re damn right I am”
“Damn right you are” is a little more nuanced. *1) when someone admits they were wrong and you really agree with that. **2) again, to reinforce a statement but this one is purely for adjectives/describing people
*1Ex: “guess I’m wrong about him” “damn right you are”
**2Ex: “I’m the strongest guy here” “damn right you are”
Btw, “you’re” is almost always used over “you are” but you will never end a sentence using you’re.
