If someone says "please keep in touch " it could be a way of saying "let's hang out" typically to a friend that you have not seen in a while.
To which you may reply something like "Yeah, maybe we could grab a bite (go out to eat)"

Typically, a teacher and student wouldn't stay in touch with each other. Usually because of age or because it may be seen as unprofessional. If you do want to stay in touch with your teacher you could say "Let's keep in touch". A common response to "Let's keep in touch" may be "Yeah, of course" "absolutely" ect. But you would basically say the same thing to your teacher as you would anyone else.
Most of the time if someone says "Let's keep in touch" it's used as a polite way of saying goodbye to someone that you have been acquainted with without sounding rude. Many people see this without having any intention of actually talking to them or making plans. But if you do genuinely want to keep in contact with someone you could say "Let's keep in touch. Do you have a phone number?" Or "Are you free to have lunch sometime? We should keep in touch."

If someone also said to me, "Please keep in touch and come back to visit anytime" and I want to keep in touch and come back to visit, should I write in the email, "Thanks for the kind offer. Absolutely, I would love to stay in touch and come back to visit!" or "Thanks for the kind offer. Absolutely, I'll stay in touch and come back to visit!" Which one would sound polite and friendly?
